Without the country code, the phone uses its own local dialing rules. This works for domestic callers but breaks for anyone with a foreign SIM card -- including tourists, business travelers, and international conference attendees.
Phone QR codes work only on devices with a phone dialer -- smartphones and some tablets with cellular. Desktop and laptop computers will not initiate a call. If your QR might be scanned from a computer screen (a website, a PDF on a laptop), provide an alternative: display the number as clickable text and consider a landing page with a click-to-call button.
