EU member states set their own VAT rates within EU framework rules. Standard rates range from 17% in Luxembourg to 27% in Hungary (the highest in the EU). Major economies: France 20%, Germany 19%, Italy 22%, Spain 21%, Netherlands 21%, Poland 23%, Belgium 21%, Austria 20%, Sweden 25%. Most countries also apply one or more reduced rates (typically 5-12%) for essential goods such as food, medicine, and books.
Since July 2021, the EU One-Stop-Shop (OSS) system simplifies VAT for cross-border B2C sales. Businesses exceeding the EUR 10,000 threshold for cross-border sales must charge the destination country's VAT rate. The OSS allows filing a single VAT return for all EU countries. For B2B transactions, the reverse charge mechanism applies — the buyer accounts for VAT in their own country.
Hungary has the highest standard VAT rate in the EU at 27%. Denmark, Sweden, and Croatia follow at 25%.
Luxembourg has the lowest standard VAT rate in the EU at 17%. Malta follows at 18%, and Germany and Cyprus at 19%.
